This includes all road motor vehicles with at least two axles or an assembly comprising a motor vehicle and its semi-trailer or towed trailers. Also included are all vehicles designed and built for the transport of goods or for the provision of services or construction work with a technical gross vehicle weight of 3.5 tonnes.
